In this policy evaluation report, the results of the first 2 years of the Interreg funded ABCitiEs project are presented. In total 16 entrepreneurship collectives have been studied in 5 partner regions, i.e. Athens, Vilnius, Varazdin-Cakovec, Manchester and Amsterdam. The report contains an analysis of the cases and gives an overview of the most important opportunities and challenges faced by these cases. On the basis of these result, 4 policy directions have been selected in which improvement are considered most successful, i.e. access to funding, intermediaries, monitoring and experimental learning environments. Also, the report presents the action plans that have been formulated on the basis of these policy directions for the cities involved in this project. In the last 2 years of the project, project partners will implement these action plans in their respective cities.

The liveability of cities worldwide is under threat by the predicted increase in intensity and frequency of heatwaves and the absence of a clear spatial overview of where action to address this. Heat stress impairs vital urban functions (Böcker and Thorsson 2014), hits the local economy (Evers et al. 2020), and brings risks for citizens’ health (Ebi et al. 2021). The ongoing densification of cities may escalate the negative consequences of heat, while rising climate adaptation ambitions require new pathways to (re)design public places for a warmer climate. Currently, policy makers and urban planners rely on remote sensing and modelling to identify potential heat stress locations, but thermal comfort models alone fail to consider socio-environmental vulnerabilities and are often not applicable in different countries (Elnabawi and Hamza 2020).In the Cool Towns Interreg project, researchers collaborated with municipalities and regions to model urban heat stress in nine North-Western European cities, to find vulnerabilities and to measure on the ground (see Spanjar et al. 2020 for methodology) the thermal comfort of residents and the effectiveness of implemented nature-based solutions. Using the Physiological Equivalent Temperature (PET) index, several meteorological scenarios were developed to show the urban areas under threat. The PET maps are complemented by heat vulnerability maps showing key social and environmental indicators. Coupled with local urban planning agendas, the maps allowed partner cities to prioritize neighbourhoods for further investigation. To this end, community amenities and slow traffic routes were mapped on top of the PET maps to identify potential focus areas.A comparative analysis of the collated maps indicates certain spatial typologies, where vital urban activities are often influenced by heat stress, such as shopping areas, mobility hubs, principal bicycle and pedestrian routes. This project has resulted in the development of a multi-level Thermal Comfort Assessment (TCA), highlighting locations where vulnerable user groups are exposed to high temperatures. Standardized for European cities, it is a powerful tool for policy makers and urban planners to strategically identify heat stress risks and prioritize locations for adapting to a changing climate using the appropriate nature-based solutions.

SEEV4-City is an innovation project funded by the European Union Interreg North Sea Region Programme. Its main objective is to demonstrate smart electric mobility and integration of renewable energy solutions and share the learnings gained. The project reports on the results of six Operational Pilots (OPs) which have different scales and are located in five different cities in four different countries in the North Sea Region.Loughborough OP (United Kingdom) is the smallest pilot, being a household with a bi-directional EV charging unit for the Nissan Leaf, a stationary battery, and a PV system. In the Kortrijk OP (Belgium), a battery system and a bi-directional charging unit for the delivery van (as well as a smart charging station for ebikes) were added to the energy system. In Leicester (United Kingdom), five unidirectional charging units were to be accompanied by four bi-directional charging units. The Johan Cruyff Arena OP is a larger pilot in Amsterdam, with a 2.8 MWh (partly) second life stationary battery storage for Frequency Control Regulation services and back-up power, 14 fast chargers and one bi-directional charger. Integrated into the existing energy system is a 1 MW PV system that is already installed on the roof. In the Oslo OP, 102 chargers were installed, of which two are fast chargers. A stationary battery energy storage system (BESS) supports the charging infrastructure and is used for peak shaving. The FlexPower OP in Amsterdam is the largest OP with over 900 EV charging outlets across the city, providing smart charging capable of reducing the energy peak demand in the evening.Before the start of the project, three Key Performance Indicators (KPIs) were determined:A. The livability of the cities and attractiveness of our environment can be improved by smarter choices for mobility products and travel modes. A change from current car-dependent lifestyles towards the use of healthier and less polluted transport modes, such as cycling, is needed. With awareness campaigns, cycling facilities and cycle infrastructure, the use of the bicycle will be stimulated. But which campaigns are effective? Can we stimulate cycling by adding cycling facilities along the cycle path? How can we design the best cycle infrastructure for a region? And what impact does good cycle infrastructure have on the increase of cycling?To find answers for these questions and come up with a future approach to stimulate bicycle use, BUas is participating in the InterReg V NWE-project CHIPS; Cycle Highways Innovation for smarter People transport and Spatial planning. Together with the city of Tilburg and other partners from The Netherlands, Belgium, Germany and United Kingdom we explore and demonstrate infrastructural improvements and tackle crucial elements related to engaging users and successful promotion of cycle highways. BUas is responsible for the monitoring and evaluation of the project. To measure the impact and effectiveness of cycle highway innovations we use Cyclespex and Cycleprint.With Cyclespex a virtual living lab is created which we will use to test several readability and wayfinding measures for cycle infrastructure. Cyclespex gives us the opportunity to test different scenario’s in virtual reality that will help us to make decisions about the final solution that will be realized on the cycle highway. Cycleprint will be used to develop a monitoring dashboard where municipalities of cities can easily monitor and evaluate the local bicycle use.
Former military fortifications are often repurposed for tourism and recreation. While some of over 100 Dutch forts are recognized as UNESCO World Heritage sites, a substantial number are currently underdeveloped, putting their cultural and natural heritage at risk. Developing these forts in a conscious and collaborative way promises to not only preserve their heritage value, but also facilitate enjoyable and healthy experiences for visitors. Moreover, under-developed forts provide an opportunity to solve another pressing challenge, namely overtourism. Visitor pressure at tourist attractions has led the Netherlands Board of Tourism and Conventions to call for spreading visitors to lesser-known areas. Less-developed forts are among the most promising of these. Development initiatives depend on a transition from isolation to cooperation across sites. However, for cooperation to be effective, agencies managing these forts have indicated an urgent need for data on visitor characteristics and experiences. The purpose of the present project is to measure and analyze visitor demographics, motivations, and experiences at less-developed forts, and to develop a toolkit to inspire, support, and monitor development of these forts for natural and cultural heritage preservation and improved visitor experience. This proposal builds on the previous project, “Experiencing Nature” which utilized Breda Experience Lab technologies to measure visitor experiences at Fort de Roovere. We now aim to broaden this proven approach to a broader variety of forts, and to translate visitor data into actionable advice. The consortium includes a changemaking network of the Alliantie Zuiderwaterlinie (NL), Regionale Landschappen (VL), and Agentschap Natuur en Bos (VL). This Dutch-Flemish network aims to connect formerly isolated forts to one another, and represents a broad diversity of fortified sites, each with unique challenges. The project will thus facilitate interregional collaboration, especially toward coming Interreg EU proposals, and inform interregional marketing campaigns and planning for management and conservation.

Furthermore, developing lesser-known fort sites could provide tourism and recreation opportunities near populated areas, thus contributing to the well-being not only of visitors but also the environment. Development initiatives depend on a transition from isolation to cooperation across sites. However, for cooperation to be effective, enterprises and agencies managing these forts still lack data regarding visitor expectations and experiences. We will employ a multidisciplinary approach to capturing visitor demographics, motivations, and experiences, through conducting quantitative questionnaires, lab-driven physiological experience measurement, and location tracking. This proposal builds on the previous project, “Experiencing Nature”, funded by Centre of Expertise in Leisure, Tourism, and Hospitality, which utilized Breda Experience Lab technologies to explore visitor experiences at Fort de Roovere. In sum, the purpose of the present project is to measure and analyze visitor demographics, motivations, and experiences at less-developed forts, and to develop a toolkit to inspire, support, and monitor development of these forts for heritage preservation, visitor experience, and biodiversity. The project will be conducted in collaboration with Flemish partners, thereby forming the consortium comprised of the Alliantie ZuiderWaterlinie (NL), Regionale Landschappen (VL), and Agentschap Natuur en Bos (VL), with support from municipalities in both countries. The project will promote regional synergies and facilitate long-lasting cross-border collaboration, especially toward coming Interreg EU proposals, whilst informing the design of interregional marketing campaigns and supporting planning for visitor flows and biodiversity conservation efforts.
